"The late Heinz Von Foerster, one of the founders of cybernetics, established the principle "Order from Noise". It states that well organized systems can only evolve by assimilating "noise", i.e. information that was disturbed while it was being transmitted. The stress is on "well organized". It applies to natural and man-made systems, as wells as for creating art. Canada has a successful history of integrating ethnic minorities because a decent set of rules was established from the beginning Biologic evolution only occurs because the transmission of genetic information goes "wrong" (mutations). If there were no mutations, if the genetic information had been correctly transmitted from one generation to the next, living organisms would now be equal and very simple."
